[MD History] Menu cannot be used after searching in a thin window

Issue description

Steps to reproduce:

0. Open chrome://history
1. Resize window to <900px wide.
2. Click search button, perform a search
3. Try to open synced tabs

Expected results:

Able to switch to synced tabs page and see search results for synced tabs

Actual results:

Menu button is hidden behind search, cannot open menu and switch pages without cancelling search.
