Japanese IME doesn't start sometimes

What steps will reproduce the problem?
(1) use Japanese IME usually
(2) boot and login
(3) try to toggle with ctrl-space and enter japanese text

What is the expected output?

Japanese IME starts and start entering text


What do you see instead?


Japanese IME does not start.

toggling off-on on IME settings page seems to fix the situation.

This seems caused by the IME is somehow missing in the InputMethodManager while it appears in the language settings page.

I cannot repro this on my Pixel device.

alemate@, do you have any ideas?

Btw, I cannot repro this issue on link with 8719.0.0.

I had an instance today where English IME didn't start and couldn't switch away from Japanese.
