Fade-in and out animations of the status bubble are janky when DWM composition is not running

Issue description

Version: 52.0.2743.116
OS: Windows 7

What steps will reproduce the problem?
(1) Run "chrome.exe --disable-dwm-composition"
(2) Move your mouse over a link and move it away from it
(3) Repeating step (2), see the fade-in and out animations of the status bubble

What is the expected output?

What do you see instead?
White flickering occurs

but I'm not convinced this is a correct solution. What do you think? I hope this
gives a clue to fix the problem.
What are the normal cases where DWM composition is not running?  RDP?  I'm trying to figure out whether we care about fixing this bug.

As for how to fix this technically, (a) ben and sky might be better people for this sort of thing than me, and (b) why does the change you propose actually fix the problem?  An explanation of what causes the white flash and why this avoids it would be more useful than a change without explanation.
This problem is reproducible even when DWM composition is not actually running.
