Chrome's menus should have an orientation of vertical in the accessibility tree

Unlike in other apps, Chrome's top-level menu has a vertical orientation. This should be reflected in the accessibility APIs.

Makes Chrome's app menu have a vertical orientation.

Required by a future update to Jaws that will indicate the presence of submenus properly, e.g. "History, submenu", instead of only "History".

Summary: Chrome's menus should have an orientation of vertical in the accessibility tree (was: Chrome's top-level menu should have an orientation of vertical in the accessibility tree)
Changed the orientation of all sub-menus instead of the menu bar. The menu bar is not vertical, menus are.
