Heap snapshot "Retained Size" column is being clipped by scrollbar on Mac when scrollbars are set to always show |

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36 Steps to reproduce the problem: 1. On Mac, open system preferences, go to General. 2. Change "Show scroll bars" to "Always" rather than "when scrolling" or "automatically". 3. take a heap snapshot 4. Look at retained size column. What is the expected behavior? Scrollbar should not clip percentage value for "Retained Size" column. What went wrong? Scrollbar clips percentage value (the "%" sign as well as some padding around the % sign; the number appears to be unclipped altho one gets the impression that the number is clipped from how it looks visually). Did this work before? N/A Chrome version: 52.0.2743.82 Channel: stable OS Version: OS X 10.11.6 Flash Version: Shockwave Flash 22.0 r0 Occurs also on Chrome Canary. Does not occur if the setting is not set to "Always". Not noticed as an issue on any webpages that I've noticed; only observed for this action in DevTools.

Able to reproduce the issue on Mac OS 10.11.6 using Chrome Stable M52-52.0.2743.116.
