Able to reproduce the issue on chrome dev version 54.0.2824.0 on Windows 10. Actually Issue is that image is not getting copied before pasting. Below are the bisect Details for the same:

Steps:

Launch chrome on Windows 10, Search chrome 
Copy chrome Image displayed from search result and try pasting it on a Mspaint editor.

Observed that unable to paste the image or say that images does not gets copied.

I'm unable to investigate as I don't have a Windows machine, nor do I know where to redirect to. My change didn't touch anything platform-specific and I can confirm that image copy-paste via RMB works fine on latest Chrome Canary Mac.

This is a Windows 10 Specific Issue. Adding Needs-Triage Label. and adding UI>Browser component so that component owners can triage it.

Repro'ed this issue on Windows machine.

After copying image, I was not able to paste it on hangouts.google.com but was able to paste the image in MS Paint.

Able to repro the issue on win10 chrome version 54.0.2836.0 - copy pasting any image in hangout window doesnt work.

Image can be pasted from clipboard to paint.

This issue can bee seen from M45 builds to latest canary. Hence can be considered a non regression issue.

RMB on image - Copy image
RMB in text input field in Hangouts - Paste
Nothing happens or text input field looses caret and unable to write anything and then Hangouts hangs on:
Chrome 54.0.2835.0 canary (64-bit)
Chrome 53.0.2785.70 beta-m (64-bit)
Edge 25.10586.0.0
Firefox 48.0
Btw simple drag-and-drop an image works perfectly.

Removing the blocker label as per C#8 and C#9.

Only #8 is correct.

From the above comments (#8 & #9), this is a non regression issue and persist across chrome/Edge/FF in Win 10.

Lopping to few folks who recently fixed Hangout issues for finding an owner.

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.
