Kiosk apps in non-kiosk mode don't zoom with ctrl+, ctrl-, ctrl0

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.46 Safari/537.36
Platform: 8530.43.0 (Official Build) beta-channel cyan

Steps to reproduce the problem:
Install a app that can be used in kiosk mode such as https://chrome.google.com/webstore/detail/sample-test-kiosk-app/melmempfncibgepnoebbmgklmdogpnoj

Launch app and try ctrl+, ctrl-, ctrl0, nothing happens

What is the expected behavior?
webview should zoom, if you install the same app as a kiosk app it properly zooms

What went wrong?
Doesn't zoom

This issue was fixed with kiosk mode with  http://crbug.com/153568

This defect is for chrome apps not ARC apps
