No settings / customize and control button is displayed

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.46 Safari/537.36

Steps to reproduce the problem:
1. open chrome
2. look for settings Icon on top right
3. 

What is the expected behavior?
the icon will be there.  you can access the customize and control screen.

What went wrong?
no button is displayed however you can still click on the blank spot to access the settings

Did this work before? Yes last version of beta I believe

Chrome version: 53.0.2785.46  Channel: beta

Unable to reproduce the issue on Windows 10 for chrome version 53.0.2785.46 on Windows 10. Request you to please try a system restart relaunch chrome and try again. Please update us with your observations.

Also could you please let us know if you are running any themes.
