Drop down / Select list not rendered correctly

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Visit http://www.w3schools.com/html/tryit.asp?filename=tryhtml_elem_select
2. Drop down list is empty

What is the expected behavior?
Dropdown list should show all options

What went wrong?
Drop down list is not visible

Did this work before? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: Mint 17
Flash Version: Shockwave Flash 22.0 r0

Its not possible to select the answer to "Did this work before?" because of this bug! Using arrow keys it works

Works fine for me on Linux Ubuntu 14.04 and Fedora 22 on 52.0.2743.116. If reproducible this would be specific to Mint 17.

Looping MTV team for further investigation if Fedora is available there.

acsandeep@: Could you check the same in incognito mode or check with all the extensions disabled in profile where you are seeing this issue.

I found a strange behavior. I use a second monitor and my laptop is set as "secondary screen". If i move the browser to primary monitor the drop down is rendered correctly. Also, out of curiosity i checked Firefox and its rendering the drop down correctly on both screens.

Same behavior on Arch Linux with Chrome Version 52.0.2743.116 (64-bit). Tried with Chromium dev a few days ago with the same problem. I'm having 3 screens and drop down works with only one.
Same problem exists in Linux 16.04 with Chromium Version 53.0.2785.116 (64-bit). 
Important to say that it is intermittent problem but not hard to reproduce (it happens once in 3-4 tries) with a mouse as well as with touch screen. 
It is interesting that the "empty" list occupies as much space as the correctly rendered list (it looks like a blank list). In another words, the chromium knows how long and wide the list is; it just does not show the text.
Also, if you click anywhere on the ‘blank’ list, the options will show up. The list shows up if you just mouse-hover over the ‘blank’ area too. 
  
Works fine in Firefox 49.0.
