Regression : Scroll bar is missing in Sources tab of Dev tools.

Issue description

Version: 54.0.2823.0
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch Chrome and press F12 to open Dev tools window.
(2)Go to Source tab and try expanding options like Event Listener breakpoint/Event Listener and observe.

Expected: Scroll bar should be seen after expanding the options.
Actual: Instead Scroll bar is missing

This is Regression Issue broken in M-54.

Able to reproduce the issue on Mac OS 10.11.6 using chrome latest Dev M54-54.0.2823.0 by following steps mentioned in the original comment. Observed no scrolling or scrollbar option available to select the option.
