What steps will reproduce the problem?
(1) Sign in to user >> Try scrolling with two fingers
(2) Now go to chrome://md-settings >> Enable Bluetooth and click add device so that overlay appears >> Now close that overlay and try two finger scrolling.

Expected: Should be able to do two finger scrolling even after closing overlay.
Actual: Instead unable to scroll using two fingers after closing overlay.

This is a regression issue as same is working fine in 53.0.2785.47/8530.43.0 beta channel daisy.

Issue is not applicable to Linux and Windows.
