What steps will reproduce the problem?
(1) Launch chrome and add above extension >> Now go to http://www.sonja-vieten.de/sketches/CSS3/billard/CSS3-transitions.html  
(2) Hover the mouse over the Balls to see the CSS Effect.

Expected: Flickering should not be seen on hovering.
Actual: Instead flickering is seen on hovering on hovering.

Good Build: 49.0.2568.0 dev.
Bad Build: 49.0.2569.0 dev.

This is a regression issue broken in M49.
