Regression: 'New folder' icon is not seen properly in incognito window.

Chrome Version: 54.0.2822.0 Revision 24d693ff3d450c5436fb01fce592e711e794ace0-refs/heads/master@{#410267}
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome, open 'New incognito window' right click on bookmark barselect Add folder option.
(2) Observe the 'New folder' icon.

Actual: 'New folder' icon is not seen properly i.e.shadow is observed on background.

Expected: 'New folder' icon should  seen properly.

This is regression issue, broken in 'M-54', will soon update the other info:
