What steps will reproduce the problem?
(1) open chrome://chrome
(2) switch from dev channel to beta channel
(3) apply update.

What is the expected output?

I will be prompted to reboot.

What do you see instead?

I see a "relaunch and powerwash" button and relaunch and powerwash notification.
I click the button and nothing happens.
I click the notification and not powerwashed.
(two issues, the button label is wrong, and nothing happens)
