Figure out whether non-WebAPKable webapps should be launched in fullscreen

Issue description

Currently, when a user selects "Add to Homescreen" from the app menu for an  HTTP site which has a Web Manifest (and display == "standalone"), a shortcut which opens the app in fullscreen is created.

HTTP sites are not WebAPKable. Should we continue creating shortcuts which open the browser in fullscreen for these sites?
 
This question has been brought up on design docs. Filing a bug to ensure that we address it.

For the "WebAPKs developer preview" we will do whichever is easiest because we are running out of time. (Issue 609258)

Confirmed that the current behavior is the intended behavior at launch, though we'll revisit this afterwards.
