With Themes enabled, Fullscreen video is misalligned

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2816.0 Safari/537.36

Example URL:
https://www.youtube.com/watch?v=jNQXAC9IVRw

Steps to reproduce the problem:
1. Enable ANY theme from the Chrome Store
2. Open ANY Webpage that uses Fullscreen content (e.g. video)

What is the expected behavior?
The fullscreen video should span the entire screen, and be centered

What went wrong?
The entire content/video is shifted to the right and down, leaving a gap, through which you can see the desktop and even click icons.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Until Chrome 52, I believe.

Does this work in other browsers? Yes 

Chrome version: 54.0.2816.0  Channel: dev
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0
 
Forgot to add that reverting to default theme fixes the problem. Reinstalling the Browser and even the OS doesn't fix the Problem.

I have the same issue on the newest version, i have two monitors and this only seems to happen on my right monitor, this occurred after i updated to the newest version.

Eh, can't edit. It only happens on Windows 10, Win7 and 8(.1) are unaffected.
@comment 6: That is not right, I've had the same problem before I installed Windows 10 on Windows 8.1.
One side note, this bug appeared at the same time when these extreme slowdowns and freezes occurred.

That's weird @7-8, I can't repro in Win7 / 8.1.
@9 I have this problem on Win7 on Chrome version 53.0.2785.116.
I just found ot that this bug ONLY happens when you maximize a video while having the Chrome Window MAXIMISED. Otherwise, it works fine.

Been having this issue for the past 1-2 months, it sucks that a simple feature such as themes break a basic functionality of a web browser.
I am having this issue as well.

Setup:
GPU: GTX970
Monitor 1 (Primary) on DisplayPort: 2560x1440
Monitor 2 (Secondary) on DVI: 1920x1080
Chrome: Version 54.0.2840.87 m (64-bit)

Issue appears on Monitor 2 while Chrome windows is maximised and going to fullscreen mode on any video from any website, as well as when entering Chrome in fullscreen (F11).
While having something in fullscreen, and seeing the issue, just moving a different Chrome window over on Monitor 2, fixes the issue, as long as the fullscreen window is maximised, if I press restore down, and maximise again, the issue is back.

Side notes:
If Chrome window on Monitor 2 is not maximised it works as intended.
Monitor 1 works as intended at all times.
I still have this issue in Windows 7 Enterprise Edition.

The culprit is custom theme + multiple monitors. The monitors that don't have the taskbar have this weird offset issue.

Would absolutely love for this to be fixed!
The issue is fixed in the current dev builds for me.

That only took how long? Chrome is starting to be more trouble than its worth. Memory hog, buggy, and slow to update.
Can't agree with that, but if you feel so, there are plenty of alternatives. I suggest checking some out and deciding if they are better :D

Aug, Sep, Oct, Nov, Dec, Jan, Feb, Mar.. Can we make it to April without a fix? At this rate, the sky's the limit.

Look at Top and Left sides, you can see the desktop poking through. This happens with any full screen video.

I have had this issue for MANY versions, i have forgotten just how long. Seem this fairly common searching the internet.

Three ways to workaround the issue.

1) Make sure chrome is not Maximized.
2) Run with Taskbar on effected screen or enable taskbar on all screens. 
3) Revert to default theme.

Almost 1 and a half years since bug report, i can still reproduce this problem on Windows 7 Chrome 62.0.3202.75.

What does priority 2 mean and is this not affected by date?
We're well into 2018 and this is still a problem. Is there any way to revive an old bug thread?
With more and more people using multiple monitors (laptops at home with
monitors attached, most people use at least two monitors this should become
a bigger priority in my opinion.
I am not sure why you're still bumping this issue, it's been fixed for me a while ago, and it's definitely fixed in Chrome 67 on Windows 10.
I'm using the beta build and I still have this issue, are you sure it's fixed? I've been waiting for almost a year and half for this to be resolved.
Yes, I am sure. Maybe try different themes, I wouldn't be surprised if the blame lied with the Theme developers.

I mean I get that maybe the themes are at fault, but that's what we want them to fix. So that all themes work I guess, I means I would love to use one of those, but none work on my end :\
I've found that it's only the themes that remove the external window
border. Chrome does not know how to deal with it.
I tried multiple themes with this issue and i can guarantee this is also the case for themes with an external window border.

It's still a issue on Version 66.0.3359.117 (Official build) (64-bits) and the beta canary build Version 68.0.3405.0 (Official build) canary (64-bits) both tested for updates today.

If you know a theme which does not have this issue i would love to try.
In the past i also had this issue, but at one point it went away and i don`t remember exactly why, but i think it was something from this thread (maybe comment 18) because i do have a different theme to what i used to have when i was having this issue.

Other "hacks" i used to do when i was having this issue are:
1) have at least 2 tabs (including tab with the content i wanted fullscreen) on one monitor, drag the tab i wanted to have fullscreened on the 2nd monitor and it would always be fullscreen the first time you make it fullscreen, but once out of fulscreen, if you try to go fullscreen again, you would still have the problem.

2) restore the window containing what i wanted to be fullscreen (so the window is not maximized, shortcut is alt+space and then r ) and then make the content fullscreen (without maximizing the window)

@stanciu i think you might be misunderstanding what's the problem here. The windows itself do work with fullscreen but video players using HTML5 will not fully cover the screen while it does work on other browsers. For example youtube videos showing these borders. in the attacked image.

@tobiaska i had the exact same thing and i told you what would temporarily fix it for me when i was having it, but i really don`t remember what i did (if i even did something) to permanently fix it.

For 1 the first time i made it full screen it was always full screen (no lines visible), but every time i exited full screen and went back in, the screen would not be fully covered and 2 always worked no matter how many times i was entering and exiting full screen.

This also happened with other players, not just youtube and the same steps would still work for me.

sdy@: Sorry that I had missed comment#35. I don't think that's something I'm familiar with. My changes were to add a control for exiting fullscreen without using a keyboard. They don't change the way fullscreen works.
