cannot make svgs that are object src accessible

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
1. Add an svg to a page as the source of an <object> tag 
2. Turn on VO
3. Try to access the contents of the title and desc in the svg

What is the expected behavior?
VO would traverse the svg and read out the contents of the svg. 

What went wrong?
It does not acknowledge the contents of the object as an svg/traversable element.

Rechecked this on chrome version 54.0.2822.0 on MAC 10.11.6. The behavior seems to same as that in Safari Browser. Attached a screenshot for the same.

@ heathermig: request you to please take a look into it. Please let us know if this is the expected behavior.

I recall a bug related to us not showing tooltip for SVG tile/desc, which I suspect is related.

heathermig@, is this only an issue inside <object> tag?

Lower priority still because SVG accessibility is okay, the main issue here is just with SVGs embedded in object tags which is not even the most common way they're done now
