clicking on LAUNCH APP OR SETTINGS button does nothing in chrome://extensions/ in material mode

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. fire chrome://extensions/ with material extension flag enabled 
2. click chrome apps& see ur apps , click details
3. see the cog icon for SETTINGS, click it and watch as NOTHING happens

What is the expected behavior?

What went wrong?
chrome://extensions/ design went wrong

Did this work before? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

Just to update, able to reproduce the issue for chrome version 54.0.2823.0 on Windows 7, Windows 10.
