Hi!
Using a clean profile did not help, it was exactly the same behavior.

However, I found some new information via the Task Manager.
Checked the "Wait Chain" (I am using Win 8.1) and saw that the Chrome
processes were waiting on an svchost. It was the one running "Base
Filtering Engine" service. I killed that process and restarted the "BFE"
(which caused restart of the Windows Firewall as well) and it looks like
Chrome is back alive.
Any idea why "BFE" decided to block Chrome?

Thanks,
Greg.
@greg.yy: Could you please perform the steps mentioned beneath and let us know your observations.

1. Remove some data from your PC (make sure there is enough space in your PC)
2. Uninstall Google Chrome.
3. Go to -> C:\Program Files\Google\Chrome  and
4. Go to -> C:\Users\<YourUserName>\AppData\Local\Google\Chrome or the entire Google folder.
5. Install Google Chrome Latest Stable Version.
6. Re-test the same on a clean profile [chrome://settings -> Add Person -> Do not Login]

Thank you.

Hi!
I noticed that my Anti-Virus (McAfee) software was the one preventing the
Windows Firewall svchost from starting correctly.
So, I had the Anti-Virus re-installed, and it looks like the problem
disappeared.
Thank you for your assistance!
Greg.
