User ought to be able to reorder or remove items in the CVox Panel

Issue descriptionMode: force_next Version: 54.0.2820.2 Reproduction Steps: This is a feature request. As it stands, as far as I can tell, a user has no way to reorder or remove elements that are displayed in the Chromevox panel. This is not a super urgent feature, as users can already elect to get a list of the type of element they wish without going to the panel, however a user may not use one type of navigation, and may wish to remove it from the panel, or reorder it so that they are not cycling through that option on the way to another. This would be great to enhance efficiency of the use of the panel. Thank you for your consideration.
