Type of navigable element ought to be spoken before element name in CVox Panel

Issue description

Mode: force_next
Version: 54.0.2820.2
Reproduction Steps: 
1. Enable Chromevox Next
2. Search+Period to invoke panel
3. Right arrow to move through the types of navigable elements.
Expected: The type of element, I.E Link, Form, Table... would be spoken before the name of the element thus allowing a user to select an element type without having to listen to the element name spoken in its entirety before the type. At the very least, a user ought to have the option to change the order of what is spoken.
Actual: The element name, such as a link on a page, is spoken before the element type, I.E Link.

I think <type> should only be uttered when using left/right to focus one of the list of web elements and <anme> should be uttered when using UP/DOWN ARROW when a specific element list.
