Issue descriptionVersion: 53.0.2785.36 dev Platform: 8530.35.0 ARC Version: 3102164 Device: ASUS Chromebook Flip (though also seen on the Acer Chromebook R11 C738T) Steps to reproduce: (1) Compile, install, and run the attached Android app Expected result: The media projection permission dialog to appear, with no visible window. Actual result: The media projection permission dialog appears, with a black window behind it. See the attached screenshot. This particular app uses Theme.Translucent.NoTitleBar, which on traditional Android devices results in no visible window. If this behavior is expected on Chrome OS, it needs to be documented. Thanks!

I think this is ok to be WAI as without a window a user can't tell that it's about a started application. Note that transparent application will have a dim background instead of complete black in m54.
