"Run Snippet" button doesn't show after opening DevTools

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36

Steps to reproduce the problem:
1. Create a snippet
2. Close DevTools
3. Open DevTools

What is the expected behavior?
I can click the "Run Snippet" button in the debugging toolbar.

What went wrong?
The "Run Snippet" button doesn't show. It only shows after opening a different file and then returning to the snippet.

Did this work before? N/A 

Chrome version: 52.0.2743.82  Channel: n/a
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 22.0 r0

The contents of the file don't matter. Here's a recording that shows how to reproduce the issue form a clean Chrome profile.

After first creating the snippet you can see the "Run Snippet" button next to the "Pause" button. When I re-open the inspector it doesn't show the "Run Snippet" button.
