The address edit line is locked after locking/unlocking windows 8

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. open few tabs in chrome
2. lock the windows (alt+l)
3. unlock windows

What is the expected behavior?
You cannot edit the address line

What went wrong?
Even restarting chrome won't help. It starts with locked address line.
The only way to solve it is to open new instance of chrome and only then close the problematic one.

Unable to reproduce the issue on Windows 7, 6.3 using 51.0.2704.103, latest stable 52.0.2743.116, canary 54.0.2824.0.Observed that able to edit the address line of chrome after locking/unlocking windows.

roneng@Could you please check the issue by upgrading chrome to latest version and update the thread if issue still persists.
