Unable to read the pop-up menus in Gmail with Chromevox Next

Reproduction Steps: 
1. Enable Chromevox Next
2. Navigate to gmail.com
3.  attempt to access the pop-up menu that includes settings and help, and arrow through the options.
Expected: All options read when arrowing.
Actual: Pressing the up/down arrow keys results in silence.
