ipq4019: ar40xx_probe() registers the phy driver

do not register drivers in the probe routine:

	ret = phy_driver_register(&ar40xx_phy_driver);

Xiaofei Shen needs to address this in a future CL.

Can you guys approach QCA about fixing this?

I'd have to go back to the code reviews to understand exactly why I filed this bug - but I'm pretty sure there was a good reason.
