Steps to reproduce: 
Have the app crash.
Go into another app.
Tap on a link in another app with Chrome as default browser.
New link opens in a new tab in Chrome.
Chrome launches, briefly displays the 'restore' tabs button, then opens the new tab from other app.
No way to restore the 30+ tabs open previously.


Observed behavior: 
Chrome launches, briefly displays the 'restore' tabs button, then the link from a third party app opens a new tab. ..the 'restore' button disappears and you can't get back to it.

Expected behavior: 
The 'restore' button would stay until actively dismissed.
