CSS cursor changes that occur during mouse events don't take effect

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36 Steps to reproduce the problem: 1. See: https://jsfiddle.net/fr0/6fhq3s61/4/ 2. Mousedown on red box. "dragging" class is applied, which contains a cursor change, but the cursor does not change. Note that sometimes the cursor briefly changes when the mouse is released, but this is too late. What is the expected behavior? The cursor should change immediately. What went wrong? The cursor does not change, or does not change until the mouse is released. Did this work before? N/A Chrome version: 51.0.2704.103 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 22.0 r0
