Number input stepper increments forever if a breakpoint is set within an "input" event callback

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36

Steps to reproduce the problem:
Using the following HTML document:

1. Create a breakpoint within the "input" event subscription
2. Click the number input's stepper (either up or down)
3. After the debugger trips on the breakpoint, resume execution (it should pause again due to an additional "input" event).

What is the expected behavior?
No additional input events fire

What went wrong?
Chrome dispatches consecutive "input" events until another event is fired (like if you move the mouse). Otherwise it will continue to loop forever.
