"copy operation failed file cannot be modified" when moving files to MicroSD

Reported by mxderf...@gmail.com, Aug 6 2016

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 8530.43.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.47 Safari/537.36
Platform: 8530.43.0 (Official Build) beta-channel veyron_minnie

Steps to reproduce the problem:
1. select file from Downloads
2. try to move to MicroSD card (either drag drop or cut paste)
3. Get error message

What is the expected behavior?
Expect file to be moved.

What went wrong?
Since the most recent Beta update, which added the Google Play Store, I cannot transfer files from Downloads to the MicroSD card. It says "Copy operation failed. The file could not be modified" Doesn't matter if drag and drop or cut and paste. Also, trying to directly save to the MicroSD from the browser yields "insufficient permissions" error message.

Did this work before? Yes before the last Beta update

Chrome version: 53.0.2785.47 Channel: beta
OS Version: 8530.43.0
Flash Version: Shockwave Flash 22.0 r0
