Re-enable inputcontrol functionality |

Issue descriptionWe have been talking about this offline for a while, but it should have a tracking bug: Inputcontrol was a crosh tool to allow users to tweak touchpad and mouse parameters in xf86-input-cmt. Since we no longer use X11 on most (or all by now?) platforms, we need an alternative way of tweaking these settings. The gestures library now lives inside chrome/aura, which we can no longer access from the command line as we did with inputcontrol. We will have to look into alternative options. Providing a DBUS interface and talking to a command-line tool or maybe a chrome:// page would be easier to implement as well as easier to use. Assigning to adlr@ for now until.

We get comments about touchpad problems all the time in Chromebook Central. Having the command line in CrOSH was very helpful. We do need something. #CBC-RS-TC Watchlist

This is a pretty irritating issue to run into on a brand new, high end laptop (pixelbook). It doesn't make the laptop unusuable, but it makes every interaction feel janky.
