Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36 Steps to reproduce the problem: 1. Goto any URL that links directly to, say, a JPG What is the expected behavior? Image progressively paints/loads as it comes over the network. What went wrong? Gray, almost 1x1 square/frame/placeholder is displayed until full image is loaded. Did this work before? Yes Versions prior to 52 Chrome version: 52.0.2743.82 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 22.0 r0 This is particularly irksome for low-bandwidth users.

Hi, I think you don't see it because your net speed is fast ;) See attached where I use incognito; the first hit is cached, and then I arbitrarily slow it down using devtools. The small square, and the non-progressive load can then be seen.

I hope the feedback helped. Is this a regression? Any thoughts on when it'll be fixed?
