Since 52, direct image URLs are showing a placeholder as the image loads, instead of a progressive load

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.82 Safari/537.36

Steps to reproduce the problem:
1. Goto any URL that links directly to, say, a JPG

What is the expected behavior?
Image progressively paints/loads as it comes over the network.

What went wrong?
Gray, almost 1x1 square/frame/placeholder is displayed until full image is loaded.

Did this work before? Yes Versions prior to 52

Chrome version: 52.0.2743.82  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

This is particularly irksome for low-bandwidth users.

Forgot to mention, this also happens on Android as soon as I upgraded as well.

Unable to reproduce the issue on Windows 7, Mac 10.11.6, Ubuntu 14.04 using 52.0.2743.82, latest stable 52.0.2743.116, canary 54.0.2823.0 with below steps:

1.Opened URL: https://static.pexels.com/photos/4825/red-love-romantic-flowers.jpg
2.Flowers image loaded completely without any delay.

Please find attached screencast and update if anything missed here in triaging the issue.

lingman@Could you please provide actual and expected behavior screencast for further triaging the issue.

Hi, I think you don't see it because your net speed is fast ;)  See attached where I use incognito; the first hit is cached, and then I arbitrarily slow it down using devtools.  The small square, and the non-progressive load can then be seen.
