CertPathBuilder currently builds paths in a depth-first order, and returns the first valid one.

Would like to explore higher priority paths, and also prioritize that the "best" path returned really is the best path.

One possibility is to do a breadth-first exploration and queue up possible paths, then continually expand on the best (according to some ranking). Simple design, but can cost more memory.
