Shows a part of the background in fullscreen mode for youtube, twtich, etc.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Open chrome on 2nd monitor
2. Open youtube or any video platform
3. fullscreen
4. edges leaks onto screen

What is the expected behavior?
fill entire screen

What went wrong?
it shows the edges of my background

Did this work before? Yes 1 week ago

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

This also occurs on 
Chrome Version: 54.0.2821.0 canary
OS Version: Windows NT 6.1.7601 SP1

The window that is having the video being fullscreened must be on the monitor that does not have the task bar on it for the issue to occur. Fullscreening the video on the monitor that has the task bar properly fills the screen.
But before it fully filled the screen regardless of which monitor I put it on. I had the 2nd monitor for about a year now and only recently has it been showing part of the background(the pink and blueish edges). Also in any dual screen or even triple screen set up, when you go into fullscreen mode it should fill the screen.
And this bug is only occurring on chrome. I fullscreened steam video player and it filled my 2nd monitor fine.

This issue still occurs as reported and so far it appears no work has been done to resolve it.
