Accessing of blocked websites

Issue description
Chrome Version : 51.0.2704.103 m
URLs (if applicable) :
Other browsers tested: FAIL
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
IE:11.494.10586.0
What steps will reproduce the problem?
(1)google.com
(2)google translate
(3)Enter website name(blocked by fortinet)
(4)Translate
(5)Website opened
What is the expected result?
The site should not get opened because it is blocked by fortinet and no proxy was implemented.
What happens instead?
Blocked webpage got open and easily accessible.

This is a problem with Fortinet, not Chrome. The trick of using translation services to bypass web filters is decades old.
