Issue description

Url to the build Failure:
https://build.chromium.org/p/chromium.win/builders/Win10 Tests x64/builds/3153

What is the bug or feature:

It seems this build should be triaged with https://findit-for-me.appspot.com/waterfall/build-failure?url=https://build.chromium.org/p/chromium.win/builders/Win%207%20Tests%20x64%20(1)/builds/15600

But it's still untriaged.
