Volume slider pops up after start up

Steps to reproduce the problem:
1. Power off Chromebook
2. Power on Chromebook

What is the expected behavior?
White Chrome screen is shown, login screen shows up

What went wrong?
White Chrome screen is shown, login screen shows up, on-screen volume slider pops up

Did this work before? Yes R52
