Disable NFC while setting up devices for testing

Issue description

Turns out that on new devices, setting airplane mode is not enough to turn off NFC, and it tends to interfere with tests running on them.

So, figure out a way to detect via adb whether NFC is enabled and, if so, disable it.

[build/android] Ensure NFC remains disabled

One some Android versions, enabling airport mode is not enough to switch
off NFC on the devices. Running "svc nfc disable", available on M and later,
allows to ensure that NFC always remains off.
