What steps will reproduce the problem?
(1) Open any window >> Hit fullscreen button >> Hit []]] button to enter overview mode. Now again hit []]] to exit from overview mode

Expected: Should be able to exit from overview mode on hitting []]] button.
Actual: Instead unable to exit from overview mode after clicking []]] and even on clicking on window overview mode doesn't exit.

NOTE: Only closing window helps to exit from overview mode

This is a regression issue as same is working fine in 52.0.2743.85/8350.60.0 stable channel daisy.

@varkha: Please confirm the behavior.
