Gerrit Cherry-pick doesn't always add Review-Url

The footer is added only if rebasing is done. If rebase isn't necessary, the commit isn't modified, and hence lands as is. We have to think about it.

Status: WontFix (was: Available)

I take it back. When testing this on local gerrit instance, I messed up project config.
