What steps will reproduce the problem?
1. Sign in to user >> Enable "Chromevox" from "Accessibility" section in chrome://settings page so that Chromevox toolbar with content selected appears on top of page.
2. Set Shelf position as right/left, and observe "Launcher/search" icon.
Expected: Should be able to click on launcher even if chromevox toolbar is present.
Actual: Instead toolbar overlaps with launcher icon,so unable to click on it.
This is a Non-regression issue as Chromevox toolbar is introduced from M48.
@dmazzoni: Please confirm the behavior.
