"chrome://chrome-signin" isn't opened by default anymore on a fresh install

Issue description

Chrome Version       : 51.0.2704.103
URLs (if applicable) : "chrome://chrome-signin"

What steps will reproduce the problem?
(1) Install Chrome on a Windows 7 or 10
(2) Launch Chrome

What is the expected result?
(3) Get "chrome://chrome-signin" opened for me. 

What happens instead?
(3) "New Tab" (local-ntp)

Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce the issue on Windows-7 using chrome latest stable M52-52.0.2743.116. Observed chrome login page is opened as expected once the browser launched.

sbesancon@ - Could you please recheck this issue by uninstalling your current version of chrome and try reinstalling to the latest version of M52-52.0.2743.116.

Tested with Chrome Canary r54: got the sign-in page, it's WAI again.
