Auto offlining results in weird state on spotty network

What steps will reproduce the problem?
(1) I opened a URL while being on a spotty connection in tab A
(2) I went back to the NTP because I knew the loading would either time out or take very long
(3) I went back to tab A at a later point in time, hoping the URL got fetched in the meantime

What is the expected output?

- either an offline dino page, or an Offline Page

What do you see instead?

- a weird mix (see screenshot)
