Regression: Apps is disappearing on mouse hovering in Google apps window in Drive

What steps will reproduce the problem?
(1)Go to drive.google.com>.login with valid credentials>> go to google apps on the top right corner>> open and mouse hover on the apps

Expected: On hovering mouse on the apps>> the apps should not be disappeared
Actual: Instead It's seen disappearing (Refer Screen cast)

This is a Regression issue Broken In M54 only

Reproducible on the latest canary(54.0.2820.0) on Mac OS 10.11.5 as well. Marking this as Dev blocker as this is seen across all OS and is recent regression.

Issue is able to reproduce on Chrome OS using M54: 54.0.2817.0/8673.0.0 dev-channel Daisy, Peppy, Blaze, Quawks

This is reproducible on today's Dev release candidate of Chrome OS. The apps disappearing from Google Apps menu is only seen on Drive but works fine from the NTP or Gmail page.

Cc'ing Ketaki@,  Grace@ to confirm if this should block the Dev release on Chrome OS or not?
