Regression: Unwanted scrollbar is seen on opening iron icon in chrome://downloads page.

OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome>>Navigate to chrome://downloads>>Open devtools using F12>>Resize devtools window completely to L.H.S (Please refer video)
(2)Now click on iron-icon and observe for unwanted scrollbar in more actions list.

Expected:No such unwanted scrollbar should be seen in more actions list of chrome://downloads page on resizing devtools window.
Actual:Instead unwanted scrollbar is seen.

This is Regression issue broken in M-54.
Good build:54.0.2816.0 Dev
Bad build:54.0.2817.0 Dev

Able to reproduce the issue on Mac 10.11.6 using chrome version 54.0.2820.0 .

Adding stable blocker as this is recent regression,please feel free to remove if not required.
