Steps:
1. Launch Chrome and navigate to chrome://history.
2. Click on 'Action' icon of any URL and select 'More from this site' option.
3. Click anywhere on page and press 'Shift+Tab' key until the focus reaches ominibox and observe.

Actual: Search box text field is highlighted grey when focus reaches ominibox on pressing 'Shift+Tab' key.

Expected: Search box text field should not be highlighted grey when focus reaches ominibox on pressing 'Shift+Tab' key.

This is a regression issue broken in M-54 series, below is bisect info

Good Build: 54.0.2811.0
Bad Build: 54.0.2813.0
