Add Belarusian spell checker

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
Could you please to add Belarusian spell checker into Chrome ?
New dictionary for latest rules(2008) can be downloaded from http://bnkorpus.info/spell/be-official2008.zip
Dictionary can be used under CC-BY-SA 4.0 or LGPLv3 licenses.

groby@, https://cs.chromium.org/chromium/src/third_party/hunspell_dictionaries/COPYING.LGPL is LGPLv2. Do we need to check with legal about LGPLv3?

GPLv3 is compatible with GPLv2.
Anyway, you can use it under GPLv2 also.
