Cursor Defaults After Repeated Left/Right Clicks

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2816.0 Safari/537.36

Steps to reproduce the problem:
1. Change cursor via CSS.
2. Left/right click repeatedly.
3. Cursor will change to default briefly.

What is the expected behavior?
Cursor should adhere to what is set via CSS.

What went wrong?
Cursor changes to OS default on repeated, fast clicks.

This happens even when contextmenu is prevented (via JavaScript) and even in Kiosk (--kiosk) mode where the context menu is completely disabled.

Is not reproducible in latest Firefox/IE/Edge.

Able to reproduce the issue on Windows-10 using chrome latest stable M52-52.0.2743.116 by following steps mentioned in the original comment. Observed the default cursor changes by continuous mouse clicking.

This is a non-regression issue seen from past M35-35.0.1898.0, Hence marking it as untriaged.

This appears to be fixed now. Sometime after Chrome 61 it looks like.
