I'm not sure if it is the same issue, but the same happens to me.

Just instead of a restart I do `Stop-Process -ProcessName chrome*`, and there is always a process it can't stop. And each time it happens again it adds one more process to the list of "dead" processes.

```
Stop-Process : Cannot stop process "chrome (4360)" because of the following error: Access is denied
At line:1 char:1
+ Stop-Process -ProcessName chrome*
+ ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
    + CategoryInfo          : CloseError: (System.Diagnostics.Process (chrome):Process) [Stop-Process], ProcessCommandException
    + FullyQualifiedErrorId : CouldNotStopProcess,Microsoft.PowerShell.Commands.StopProcessCommand
```

The behavior I get is that I can't open any more tabs. When I try to do so it opens a empty page and I can't change the URL. After a few seconds Chrome tells me the tab is not responding and asks to Kill or Wait. Trying to either option does nothing.

I have to kill all chrome* processes possible to reopen the browser.

Windows: 10 Stable
Chrome: 57 Stable (but issue happening for like 3 versions ago or so I think)
