New History feature doesn't seem to work everywhere

Issue description

E.g. the history isn't available for https://cs-staging.chromium.org/chromium/src/chrome/browser/banners/app_banner_data_fetcher.cc?l=22

Clicking on a header file link in there is also broken, leading to https://cs-staging.chromium.org/search/?q=package:%5E(chromium)$+file:(/%7C%5E)chrome/browser/banners/app_banner_data_fetcher%5C.h$&type=cs

I tried some other arbitrary files in chrome/browser/autofill and the history didn't work there either.

Additionally, the list of recent changes on https://cs-staging.chromium.org/chromium/src/ all have the comment "Update submodules".

I think this is obsolete now, but please reopen if not.
This might be a duplicate of  https://crbug.com/666987  - search might just be so slow that it looks broken.
